Firebird AST is seeking an onsite Execution Liaison Support with an active DoD Secret clearance to support the N98G at the Pentagon in Arlington, Va. The contract is pending; anticipated award is April 2025.
RESPONSIBILITIES
- Support all programs within the Director, Air Warfare and Deputy Director, Air Warfare
- Provide executive level support to N98 on all matters pertaining to budget execution.
- Facilitate coordination between N98, Budget Submitting Offices (BSO), USMC, Requirements Officers, Program Offices and other organizations as necessary on execution year priorities and reprogramming to maintain the health of Naval Aviation budgets.
- Conduct high-level analysis of spend plans, execution status reports, budget exhibits and other relevant documents to inform executive level decisions on N98’s resources in the year of execution.
- Provide monthly execution reports of N98 Total Obligation Authority (TOA)
- Assess End of Month Closing Reports for all appropriations for fiscal risk.
- Provide an assessment risk and develop reprogramming actions to address unfunded requirements and prevent under-execution.
- Prepare appropriate documents and materials for N98 approval to carry out execution reprogramming actions.
- Provide direct analysis to N98B on matters relating to both current and historical N98 funding decisions, taking into account actions and decisions from previous budget cycles assessing the respective impacts to the current POM build.
- Act as liaison between N98 and the Director, Fiscal Management (FMB) staff
- Analyze and assist in developing, programming and balancing the Director, Air Warfare annual budget to maintain Total Obligational Authority (TOA) within fiscal constraints while maintaining operational priorities.
- Analyze offset strategies with proposed programmatic reductions for Resource Sponsor Portfolio Balance (RSPB)/Wholeness Balance Review (WBR) balance options.
- Asses cost, schedule, and performance of programs in support of both execution concerns and also during POM development.
- Provide detailed PBIS data pulls as required, formatted to best deliver the requested information.
- Provide analysis and support during the development of budgetary guidance and exhibits to prepare the Director to defend his budget submission to the CNO and the Secretariat.
- Construct and provide budget-based reports and briefings related to the PPBE process and N98’s fiscal responsibilities in that process.
- Assist with development of Flag and SES-level presentations to include crafting defensible strategies and considering alternative solutions to the 30-year Aviation Plan.
- Review strategic guidance and applicable Warning Orders on the basis of technical and factual accuracy and N98 compliance with all budgetary guidance and regulations.
- Assess the Budget Exhibits prepared for all program within the N98 portfolio.
- Assess funding profiles of each program as they come up for milestone, Gate Reviews, NCB, R3B, etc.
REQUIRED
- Must have active DoD Secret clearance.
- 10 years’ experience in PPBE and POM Development at senior levels balancing Resources and Requirements in order to assist with developing a defendable investment strategy.
- Substantial experience in reviewing, analyzing, and assessing fiscal risk associated with aviation program execution, obligation, and expenditure rates. Experience within the last year interfacing with PEO and PMA/PMW BFMs, SYSCOM Budget Directors/Comptrollers and FMB budget analysts/comptrollers.
- Experience within the last year of developing budget balancing strategy including assessing the prioritization of unfunded issues and the analysis of acceptable offsets.
- Substantial experience obtaining and analyzing PBIS budget data for specific programs and at the appropriations level, including conducting trend analysis.
- Experience analyzing United States Naval Aviation specific programs demonstrating an understanding of the Naval Aviation Enterprise as well as the ability to provide programmatic recommendations and accurate histrionics.
- 5 years’ Echelon 1 PPBE programming experience.
- Demonstrated knowledge of DoN Aviation programs and sub-programs and participation in asset prioritization and balancing meetings.
- Demonstrated depth of knowledge of the operational and fiscal interactions of DoN Aviation programs with non-aviation programs ensuring a balanced and executable portfolio.
- Demonstrated ability and experience identifying areas of fiscal risk based on factors such as program execution rates, line capacity, program maturity and relative importance to the aviation portfolio.
- Demonstrated depth of knowledge concerning history of USN and USMC Aviation programs and issues.
- Expert knowledge of PBIS data and queries.
- Ability to develop specialized queries.
- Subject Matter Expert on the input of issues.

- Bachelor’s degree in finance or business
